Reporting directly to the Chief Executive, the Head of Compliance and Regulation is a member of the HIA Senior Management Team. The successful candidate will lead the Compliance and Regulation Team with specific responsibility for the regulation of the health insurance sector, and the Risk Equalisation Scheme in particular. The Head of Compliance and Regulation will be expected to contribute effectively to HIA activities and decisions, as well as playing an important role in the strategy, governance and development of the organisation and provide leadership to support the Chief Executive Officer to deliver on the vision for the Health Insurance Authority.
They will be accountable for regulatory policy development across all HIA functions and monitoring compliance by the health insurers of their obligations under the Health Insurance Acts. Specific responsibilities include:
- Lead and oversee HIA’s activities regarding compliance by the health insurance companies with their obligations under the Health Insurance Acts.
- Develop and implement an overall compliance framework and approach to investigations.
- Manage HIA’s inspection and investigation process;
- Assess health insurance plans for compliance with legislative requirements and reporting to Authority;
- Analyse the operation of the Risk Equalisation Fund and prepare recommendations to Dept of Health on an annual basis;
- Manage legal advice and support provision of legal analysis on a cross-divisional basis,
- Direct research on health insurance matters and develop policy recommendations to support government policy.
- Analyse market information and produce reports for a wide range of stakeholders.
- Lead engagement with Dept of Health to initiate any legislative changes to support HIA’s mandate.
- Manage the registration of health insurers and report to the Chief Executive/Registrar on maintenance of “The Register of Health Benefits Undertakings” and liaise with new entrants.
- Represent the Authority in its dealings with a range of external bodies in particular the Department of Health, health insurance industry and other state agencies.
- Other relevant duties relating to this role, as and when required.
