My client, a public sector company based in Dublin North is seeing a Capital & Finance Programme Finance Manager for a 12 month contract. Job Description: Full management responsibility for the financial aspects of capital projects generally and in particular the financial aspects of the implementation of a Development Plan. This includes: formal capital project assessment monitoring the ongoing implementation of individual projects reporting on the ongoing progress of the project in line with budgetary and financial institution requirements financial control of capital projects taxation oversight of projects modelling cash flow forecasts Scheduling the drawn down of finance from the relevant financial institutions as required Ensuring ongoing compliance with various loan facility agreements Main Duties: Undertaking the financial assessment of the individual capital projects within the group in line with best practice and Department of Finance and other guidelines Full responsibility for the financial control and financial reporting on the individual capital projects and the overall development plan Work with financial models to project the cash flow and funding requirements of the Development Plan Representing the Finance Office on the Capital Projects Committee and other forums in relation to the financial control and progress reporting of the Development Plan Submitting applications for the drawing down of funds as required under the terms of the European Investment Bank (EIB) Finance Contract, the Ireland Strategic Investment Fund (ISIF) Facilities agreement  or other loan facility agreements Ensuring that the reporting and other requirements of the EIB, ISIF and other lenders are met on a timely basis Manage the taxation aspects of the implementation of the capital projects ensuring proper application of the taxation requirements Produce monthly capital programme reports to senior management Support Project Managers with budgeting and forecasting Other ad hoc activity as required by the Financial Controller Requirements: An advanced level of competency with Excel Experience of financial modelling and cash forecasting Experience of financial control either in a financial control role or capital projects position A qualified accountant with relevant experience Good technical accounting skills Self-motivated and proactive Excellent written and oral communication skills Excellent interpersonal skills and ability to build positive relationships Strong and creative analytical capabilities Ability to work flexibly, effectively and under pressure to ensure tasks are finalised to strict deadlines Strong attention to detail to ensure completeness and accuracy of information Knowledge of taxation
