Based at Britannia House, Bradford (The Council also operates working from home, and hybrid working).

The Code of Practice on the English language requirement for public sector workers, Part 7 of the Immigration Act 2016 requires that Councils ensure that all candidates applying for customer facing posts must be assessed in order to establish their fluency in English.

The criteria under special knowledge and experience on the job profile which is shown in this advert outlines what level of fluency you will be expected to demonstrate.  Therefore, it is essential that you provide examples in your application.

Bradford is currently on a journey of change as we deliver the ambitious outcomes of our Council Plan. We have also recently been awarded City of Culture status for 2025, https://bradford2025.co.uk/2022/05/31/bradford-is-uk-city-of-culture-2025/

To support us, we are looking for a highly motivated and self-starting qualified accountant, with experience in finance business partnering, to play an important role as a Project Advisor in ensuring we remain a well-run fiscally responsible Council, using all our resources wisely to deliver priorities across the district.

The Projects and Special Initiatives team play a key role supporting many of the Council’s major projects and initiatives, ranging from climate change, major infrastructure and build projects, procurements, and other cultural, regeneration, economic and transformation initiatives.

The work will provide you with a wide range of experience, and the role suits candidates that communicate and collaborate well, like a challenge and enjoy variety of work, learning fast and working in a dynamic environment. You will be part of a growing team supporting multi-year transformational projects across a number of service areas. This is an influencing and negotiating role. We conduct financial and data analysis and provide evidence-based advice that directly impacts decision-making and outcomes. We work in a multi-disciplinary team with lawyers, project managers, contract managers, procurement and other corporate services, which will provide ample opportunities for growth. You will also be expected to interface with external development partners and consultants

The role we are seeking to recruit to, requires strong creative, financial modelling, commercial and negotiation skills and knowledge of relevant accounting standards. This post performs a key troubleshooting role in supporting major council projects and contracts including supporting management briefings and dispute resolution. Project management, data modelling and report building skills within an ERP environment, with Power BI or similar tools, would be an asset.

It is essential that you have at least 5 years’ experience working in a financial environment, in a complex organisation. CCAB qualified (or equivalent), is desirable, and you would need to have a minimum AAT qualification or equivalent, along with a strong track record of success in managing relationships, demonstrating resilience and providing excellent financial advice.  Local Government experience, whilst preferential, is not essential for this role.

The Council provides generous annual leave entitlement, access to the defined benefit Local Government Pension Scheme with generous employer contributions, on demand access to online learning and external training as required, as well as many health and wellbeing benefits. If you are interested in a wide range of experiences, opportunities in a large organisation with multiple change initiatives, being part of a team that is helping to shape a major city and district, and working within a diverse, inclusive and agile team, we look forward to hearing from you
