EXECUTIVE SERVICE

This position serves at the pleasure of the Appointing Authority.

The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work: The MDTA is seeking an experienced professional to function as the Deputy Director of Finance. The incumbent in this position should have demonstrated leadership success in the financial arena, to include managerial oversight of complex financial operations. This position will directly oversee senior level managers that are responsible for the day-to-day functions of the Treasury, Debt, and Budget Units within the Division of Finance. Specific job duties include, but are not limited, the following:

  • Oversee the development and approval of the MDTA's official financial forecasts submitted to the Maryland General Assembly;
  • Oversee the preparation of financial disclosures and reports and ensure documents are completed in a timely manner and in accordance with all applicable regulatory requirements;
  • Respond to requests from the MDTA Executive Director and the MDTA Board Members for financial information and advice;
  • Provide management and oversight in the development and implementation of policies, procedures, and best practices to ensure the division is operating effectively and efficiently;
  • Provide leadership and oversight regarding debt management functions such as the issuance of debt and the yearly credit ratings process;
  • Direct the preparation of all budgetary and financial materials to be presented to legislative committees;
  • Oversee the management of the MDTA's sizable investment portfolio, banking activities, and bank account reconciliations;
  • Oversee the development of the MDTA's $300+ million annual operating budget;
  • Manage work allocation, training, problem resolution, goal setting, projects, and employee development; and
  • Represent the Division of Finance on MDTA-wide projects and initiatives.
The incumbent will report directly to the Director of Finance. The current vacancy is in Baltimore, Maryland.
Hybrid telework schedules may be available for this position.

Qualifications

PREFERRED QUALIFICATIONS:

Education: Possession of a Bachelor's degree in Accounting, Business Management, Economics, Finance or related field.

Experience: Seven (7) years of progressive experience in financial management, with five (5) years of supervisory experience at a senior management level in a finance environment.

The ideal candidate will possess the following:

  • Certified Public Accountant (CPA) license

Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.
