The Papua New Guinea - Australia Transport Sector Support Program (TSSP) continues the Australian Government's long term commitment to the PNG transport infrastructure sector. The shared long term goal of TSSP is a safer, more reliable transport system in place enabling economic and social development in PNG.

About the Role

The Financial Controller DoWH is a fixed term position until October 2023 reporting to the TSSP Program Finance Manager. The position is responsible for the timely and accurate management of all expenditure of TSSP funds through the DFAT DoWH TSSP trust accounts. The focus of the role is to ensure all activities associated with the payment cycle operate in an efficient, accurate, and timely manner following relevant legislation and financial guidelines. A key aspect of the role involves close liaison with DoWH key counterpart managers and staff both in headquarters and provincial offices to assist DoWH to comply with policies and procedures and relevant GoPNG legislation in the management and payment of DFAT monies. Eligible candidates must have the following specific skill requirements:
  • Relevant Bachelor's degree in Finance or Accounting with at least 5 years relevant experience;
  • Professional membership with CPA PNG and completed / completing professional recognition at Associate Level;
  • Experience working in or with public administration or international organisations;
  • Experience in leading and managing a group of staff working in the financial area;
  • Demonstrated expertise in applying financial regulations and procedures and mitigating fraud and financial mismanagement;
  • High level interpersonal and communication skills including the ability to influence and negotiate with stakeholders at all levels of an organisation to achieve desired outcomes, and to communicate in a clear and concise manner;
  • Excellent organisational skills including the ability to meet deadlines, prioritise workload and manage conflicting work demands;
  • Demonstrated competence with a range of software programs including computerised accounting packages such as MYOB and the Microsoft suite (particularly Microsoft Excel);
  • Developed analytical skills including the ability to assess problems and identify and implement solutions in a change resistant environment.
