Job Description
Under the direction of the Deputy Director Finance, the Finance Manager is responsible for ensuring that the day-to-day accounting operations and financial management functions are performed in accordance with IRC's policies and procedures, and in accordance with the Generally Accepted Accounting Principles (GAAP).
Duties and Responsibilities
- Managing all aspects of day-to-day budgeting and donor within the accounting department
- Assist in the implementation of finance policies, procedures related to donor budgets and donor reporting.
- Ensure compliance with IRC procedures and guidelines.
- Support the Deputy Director Finance to prepare management accounts for decision making.
- Work with Field finance leads to complete various donor budgets.
- Work with field finance leads to generate spending plans as well as working with programs to populate spending plan templates and ensure the plans are uploaded in the system
- Work with Grants team to schedule spend plan meetings and provide feedback for corrective action
- Offer training to finance and program on budgeting and spend plan preparation
Sub-award Management
- Support to review partner financial reports for accuracy and completeness
- Support to timely recorded partner expenses in Integra
- Provide support to do spot reviews for all partner expenses that have been cleared for Integra posting
- Support the process of ensuring that new sub-Grantee Partner Integra IDs are followed up and completed and related CTRs are dully affected.
Budgeting and Budget Management
- Prepare budget revisions as they fall due
- Work with Grants team to monitor performance in form of BVA and report required actions to bigger finance group for correction
- Assign financial dimensions to the completed and approved budgets
- Crate upload templates of new or revised budgets and upload them in Integra for program accessibility
- Review budgets from programs for accuracy and completeness
- Review all budget upload templates, category templates, and funding limit templates before they are fully uploaded in INTEGRA.
- Provide critical support to the field offices, through efficient and complete response to their needs.
- Review financial data submitted by the field to identify weaknesses or problems being encountered by field finance staff and recommend corrective action.
- Ensure there is good working relationship between Finance and other departments.
- Work hand in hand with the Deputy Finance Controller and Grants on all new budget proposals and budget revisions.
Personnel Management
- Serve as a technical resource person for the accounting department and program team on matters related to budgeting and donor reporting.
Finance/Budgeting
- Review funding allocations to enable proper guidance to programs and proper coding.
- Be receptive to training provided and to develop his or her technical and professional competence.
- Follow any new procedures and guidelines designated in circulars from the Country Director and Deputy Director Finance
Donor Reporting
- Assist the Deputy Finance Controller in the preparation of donor financial reports for review by the Deputy Director Finance.
- Carry out data query in INTEGRA to provide information as may be required.
- Prepare various reports in INTEGRA for management decision making purpose.
Qualifications
- Bachelor's degree in accounting, or Finance or CPA, ACCA equivalent with at least 4 years of middle management experience in similar role.
- Accounting package knowledge is an added advantage.
- Mature, with stable personality and ability to maintain confidentiality.
- Excellent verbal and written communication skills as well as, an overall ability to be clear and concise in all communications
- Strong organizational and time-management skills; proven ability to prioritize and deliver on time
- Strong analytic problem solving skills
- Ability to work both independently and in a dynamic, cross-functional global team structure
- Highly proficient in Microsoft Office suite
- Demonstrated ability to work effectively with stakeholders at all levels
- Ability to manage and work through change in a proactive and positive manner.
