Consumers, Policy & Markets

The newly formed Consumers, Policy and Markets Division within the AER, has been established to integrate the consumer voice with our policy work across the energy system, while being informed by sophisticated data analysis and evidence. The Division is key to the AER Objectives: Effectively regulate competitive markets through monitoring and reporting, enforcement and compliance; Protect vulnerable consumers while enabling consumers to participate in energy markets; and Use our expertise to inform debate about Australia's energy future and support the energy transition.

The Division has four major functions: Strategic Policy and Energy Systems Innovation; Market Performance; Consumers; and Data Strategy.

The Consumers team provides the AER's Energy Made Easy website service and is growing a consumer/behavioural insights function. The team is also tasked with developing the AER's consumer engagement strategy, and coordinating consumer groups/panels across the AER, as well delivering a number of key consumer collaboration projects.

Role and Duties

The AER provides the Energy Made Easy online energy price comparison service for consumers. In addition to ensuring ongoing, efficient operation of Energy Made Easy, the AER is committed to continuous improvements to the service, to ensure it continues to reflect consumer needs and preferences. The AER intends to undertake a series of projects within the Energy Made Easy work program that will focus on a range of improvements relating to the technology, policy, and operational aspects of the service.

The AER also has a role under the Consumer Data Right (CDR) that is now being expanded to the energy sector. The CDR will allow consumers to more easily transfer their data between providers so they can compare and switch between products and services. It will also encourage competition between providers, leading not only to better prices for consumers but also more innovative products and services. The AER is designated as a data holder under CDR, and has established a work program to design, develop and maintain a technology solution to enable public access (via API) to the energy product data collected and stored in Energy Made Easy, in accordance with prescribed CDR Rules and Data Standards.

The AER partners with an external provider for the digital delivery components of the Energy Made Easy and Consumer Data Right work programs, and has established blended digital delivery teams, comprising AER team members and members of the external provider's team.

The Business Analysts will work within the blended delivery teams, to ensure that business requirements are understood, clearly defined, and are being met through successful project delivery.

The Business Analysts will also work closely with the Assistant Directors (Product Owners) and a range of internal and external stakeholders, to lead and deliver a range of projects in order to successfully achieve AER objectives in relation to Energy Made Easy and the Consumer Data Right.

The successful applicants will:
  • Manage and foster relationships with internal and external stakeholders to understand the business domain, elicit requirements, challenge assumptions, and secure alignment
  • Analyse the problem domain, its processes, systems and data, to build domain expertise in pursuit of delivering thought leadership to guide solution design, discover new solution opportunities, identify business impacts, and mitigate project risks and issues
  • Capture knowledge, requirements, and designs in documents, presentations, and backlog items to direct project deliverables, communicate ideas and concepts, and inform team decision-making
  • Collaborate with product owners and project management to refine product roadmaps, and build and refine product backlogs to ensure the most appropriate prioritisation and delivery scheduling aligned to business value
  • Engage in all Scrum events, assisting with sprint planning, backlog refinement and ordering, requirements comprehension, and delivery improvements
  • Support user acceptance testing, production verification testing and release management, to assure quality outcomes and maximise delivery efficiency
  • Support contract management to ensure delivery as per contractual requirements
  • Provide support to operational teams with management of end user enquiries, requests for technical support and troubleshooting system issues
  • Participate in, and drive the continual improvement of ways of working
