To primarily provide effective financial and compliance support throughout project life cycles across a multi country, discipline portfolio. The focal point for financial and compliance management of projects, providing key analysis for monthly internal pipeline review on budgeting /forecasting/reporting for country offices and partners.

Description

• Support the Grants Finance Manager/Team to fulfil the role of organisational lead on cost recovery including.
• Ensure compliance with Plan International's Cost Recovery Policies and Procedures.
• Build capacity in cost recovery across the organisation, including on the application of Country Office apportioned costs, and cost analysis of staff positions.
• Provide advice on how to achieve cost recovery with donors.
• Review and assist with the development of project and partnership proposal budgets and budget development guidance, budget modifications and contract revisions, ensuring that these comply with donor requirements.
• Review and consolidation of CO and partners budgets and financial reports.
• Review, reconciliation and monitoring of project and CO fund balances using PS Financials (Plan International UK's accounting system) project fund balances and SAP & SAP BI (Plan International UK's accounting system).
• Foreign exchange management - review of project balances in local currency to assess any potential gains or losses.
• Review financial aspects of new grants and agreements with Programme Management Specialists, donor relationship managers and Country Office staff.
• Support the Grants Finance Manager in capacity building and providing financial training to finance and non-finance staff.
• Share responsibility with the Programme Management Specialists in preparing for and conducting start-up and finance related workshops for Country Offices and implementing partners.
• Conduct field-based financial reviews (may be required to travel for up to 15 days per year with reasonable notice of trips).
• Provide financial advice to UK Programme Management Specialists, donor relationship managers, Country Office staff and implementing partners on donor funding rules and regulations utilising guidance from key donors such as EC, DFID, BLF, Comic Relief and Multilateral funding agencies incorporating these where possible to strengthen and bolster controls within the project.
• Working closely with the individual International Programme Units and finance teams based in the UK office, Grants Finance Manager, Country Offices and partners, work on the development of commercial tender budgets, as well as provide financial inputs for the definition and weighting of the Key Performance Indicators (KPIs) in the commercial offer.

Profile

- Finalist Accounting Qualification or Equivalent

- Experience with Grants and Project Accounting

- Experience in an International Non-Governmental Organisational (INGO) environment is desirable

- Advanced Excel and use of Systems

- Awareness of key terms and initiatives within the sector including - Value for Money (VfM) and International Aid Transparency Initiatives (IATI)

- Able to demonstrate a hands-on approach in dealing with financial management, reporting, analysis, reconciliation, risk and financial compliance issues

- Knowledge of institutional grants, ideally with experience of managing grants and contracts from the or commercial contracts grants funded by major donors, including trusts and foundations
