CONTEXTUAL BACKGROUND
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.
IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 3,000 staff and workers in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women's protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.
Job Overview/Summary
The Cash & Basic Needs Manager Northwest (NW) Syria, based in Amman, will be responsible for technical oversight and remote management of a range of unconditional and conditional cash projects in Idleb Governorate in NW Syria, including emergency cash, multi-purpose cash and cash for work (CFW). The IRC's cash transfer program in NW Syria provides more than 10,000 cash transfers annually to help vulnerable IDPs and host community members meet their basic needs. This position is part of the IRC's broader Economic Recovery and Development Department, which include cash, livelihoods and agricultural interventions. The selected applicant will report to the Cash & Basic Needs Coordinator in Amman, Jordan, and will directly supervise two staff, a Sr. Cash Transfer Program Officer and a CFW Officer, both based in Syria.
Major Responsibilities
Program Management, Technical Quality, and Strategy
• Remotely manage IRC's cash programs in Northwest Syria, providing daily support and guidance to field teams to ensure high-quality programing
• Develop detailed project work plans that are aligned with donor timelines and targets and follows IRC Standard Operating Procedures (SOPs) for cash programming
• Prepare detailed program activity, procurement and spending plans well in advance of program activities to ensure strong cross-departmental coordination, particularly with finance, supply chain and the MEAL teams
• Provide input into the design of project monitoring and evaluation tools, including rapid needs assessments, registration forms, baseline assessments, and end line assessments
• Provide input into the design a beneficiary identification and selection approach and process to ensure the process is fair, accountable and transparent
• Prepare, collect and store all relevant program documents as defined in SOPs to be readily available for review by direct supervisor, finance team, auditors, etc.
• Alert supervisor of any project delays, deviations of major challenges experienced at field level
• Initiate and follow the procurement process for relevant project items including cash transfer fees, vehicle rentals, distribution items, and cash for work tools and materials
• Ensure that key protection principles and key gender, age and disability principles are mainstreamed into the program design
