This position is located in Medford Oregon and reports to the Controller.

IMMEDIATE - The Payroll Manager will support the Company's objectives by managing the organization's payroll functions, ensuring pay is processed on time, accurately, and in compliance with government regulations and union agreements. This role will support the work of the payroll and human resources teams. The payroll manager will supervise a small team and be responsible for all processes and execution of payroll in a union and non-union construction industry. This role works closely with controller and other members of the finance team, field managers and superintendents, to ensure timely and accurate payroll. The successful candidate is well organized, has exceptional attention to detail, a proven track record of payroll processes, experience in previous roles where confidentiality was crucial, an in-depth experience and understanding of prevailing wage and certified payroll. Some key job responsibilities include:
  • Ensures accurate calculation of wages, tax withholdings and company deductions; in compliance and best practices
  • Supervises payroll team
  • Maintains payroll information by directing the collection, calculation, and entering of data.
  • Certified payroll and prevailing wage reporting
  • Updates payroll records by reviewing and approving changes in exemptions, insurance coverage, savings deductions, and job titles, and department/ division transfers
  • Reports and compiles summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages
  • Understanding of unions and union remittances
  • Complies with federal, state, and local legal requirements by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions
  • Prepares salary analysis of actuals to budget
  • Prepares statistical reports on employee pay, bonuses, leave, taxes/withholdings, and workers compensation
  • Establishes and maintains a system of internal controls
  • Ensures proper government reporting and compliance, including multi-state withholding, federal unemployment, state unemployment, quarterly payroll taxes, and annual W2 reporting
  • Participates in preparation for all audits, including annual financial audit, 401K audit, and workers comp audit
  • Assists project teams with payroll reporting and Controller with special projects
  • Assists with preparation of annual budget and quarterly forecasts
  • Performs reconciliations for monthly and annual closing
  • Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates
  • Establish and maintain payroll files
  • Using VISTA system, the payroll department will Transfer Payroll information, conduct training of new users, maintain and update VISTA, develop and run various system generated and ADHOC reports
  • Perform monthly, quarterly, and annual accounting activities including reconciliations, coordination, and completion of annual audits, and reviewing financial reports/support as necessary
  • Improve systems and procedures and initiate corrective actions related to payroll discrepancies


REQUIREMENTS:
  • 5+ years' experience payroll experience
  • 3+ years' payroll supervising or management experience
  • Bachelor's Degree in related work (business, accounting, finance, etc.) preferred
  • Effective experience with unions and remittances
  • Well experienced with accounting and/or payroll software
  • VISTA Viewpoint software proficiency is preferred (what we use)
  • Certified Payroll Professional (CPP) or similar payroll certification preferred
  • Advanced to Expert knowledge of Microsoft Excel and advanced skills in MS Office
  • Basic knowledge of US GAAP is minimum
  • Effective written and verbal communication skills
